RUSI and Partners Organise UN Discussion on Cyber and Ransomware Response
RUSI attended the United Nations Open-Ended Working Group (OEWG) on cybersecurity – gathering for its eight substantive session in New York – to discuss the progress in advancing responsible state behaviour in cyberspace.
During the session, RUSI came together with representatives from Estonia, the Dominican Republic, Chile and the Latin America and Caribbean Cyber Competence Centre (LAC4) to convene a workshop on “Strengthening Regional Cyber Norms Guidance through Practice-Based Approaches: The Case of Ransomware.”
This year’s workshop focused on how ransomware incidents can provide Member States guidance on the implementation of the UN norms for responsible state behaviour in cyberspace. It built on the roundtable held by RUSI at last year’s OEWG cybersecurity session, which explored ransomware and international cyber crisis assistance with Estonia, Costa Rica and Vanuatu.
Outputs from the workshop will inform the work of RUSI’s Global Partnership on Responsible Cyber Behaviour (GP-RCB) – an international platform which includes over 70 experts, think tanks and other academic institutions to build a practice-based understanding on responsible cyber behaviour.
Reflecting on the workshop, RUSI’s Cyber Team RCB lead Louise Marie Hurel said:
Countries in Latin America and the Caribbean have faced the disproportionate impacts of ransomware incidents. This workshop was an opportunity for countries in the region to reflect on the lessons learned from responding to ransomware incidents as well as learn from other Global South countries’ experiences. We hope this can support states in developing practice-based, regional guidance on the norms of responsible state behaviour.
