Recent years have seen a great deal of focus on the rapid transformation of the People’s Liberation Army (PLA). The pace and scale at which China has produced increasingly modern technology has been noted with some consternation by both analysts and practitioners. However, doubts remain about the PLA’s ability to staff its military with personnel of sufficient quality to operate this modern force – something that has driven much public soul-searching within China.
