Matthew Savill, head of military sciences at defence think-tank Rusi, said this was likely to be a deliberate ploy to keep Russia in the dark. “It’s all a bit vague and ambiguous, and largely similarly to what [the] UK government have been saying for about 18 months. [Defence Secretary] Grant Shapps recently said that targeting was for Ukrainians to decide on,” he said. "Cameron hasn’t given it the public green light, and I think there’s two reasons for that; firstly, he doesn’t want to acknowledge Western constraints. But secondly, ambiguity helps them. They want doubt in Russian minds as to what kind of weapons can reach what distance. The ideal situation if you are the Ukrainians is that privately they know exactly what they can do, but Russia and the public don’t.”
