Dan Kaszeta, a chemical weapons expert at the Royal United Services Institute think tank in London, said it was very likely that Russia had committed war crimes in Ukraine by using tear gases. However, he was sceptical of claims that Putin’s troops were deploying chloropicrin. “It’s a liquid. It will soak into uniforms, it will soak into soil. It’s hard to get a sample of a smoke cloud, but how hard is it to get a sample of liquid?” he said. “I’m not saying chloropicrin hasn’t been used somewhere, but nobody has sent me anything yet that looks convincing.”
