If you listen to Biden's words quite carefully, he didn't rule anything out, he said he has been talking to Zelenskyy about this. The concern is do you let a country in now that is in war, which will drag every single country in. The second concern is about a number of internal reforms that the country would need to undertake, but I think these discussions are ongoing. I certainly think bespoke arrangements are possible and that is likely what will emerge from this summit is some sort of security arrangements that will commit the US to continuing support now and then when the war is over a different conversation will happen.
