There is nothing new in the notion of using force to affect an adversary’s will or in relying on ‘shock and awe’ to achieve the requisite objectives. What is new, and in the authors’ judgement, what is the fundamental challenge in this endeavour, is transforming the intent to influence will and perception into actual capability for creating shock and awe.
