Recording: Tracking Illicit Finance and Corruption in Ukraine

RUSI’s Centre for Financial Crime and Security Studies and RUSI Europe organised a discussion on 22 March, moderated by journalist Oliver Bullough and featuring leading investigative journalists and activists from Ukrainian civil society.

In his opening remarks Bullough highlighted that: ‘Ukraine’s great strength is that its citizens are battling on two fronts: Russia on one front, and corruption on another one’.

During the discussion, investigative journalist Liubov Velychko outlined the impact that war time has had on corruption in Ukraine and the scrutiny public officials can expect during the post-war reconstruction period. He also pointed to signs that the Ukrainian government is becoming more open in discussing what can be done to address the challenges of corruption. Anna Myroniuk, Head of Investigations at the Kyiv Independent online newspaper shared her colleagues’ experience in uncovering alleged mismanagement and misconduct cases in the International Legion of Ukraine territorial defence unit, which led to an internal investigation by the Ukrainian authorities.

This event was organised by RUSI’s Centre for Financial Crime and Security Studies and RUSI Europe as part of the Supervising and Monitoring Ukraine’s Reconstruction Funds (SMURF) project.. The project brought together a cohort of leading Ukrainian anti-corruption activists, including members of the RISE Ukraine coalition and the BRDO think tank, as well as investigative journalists from OCCRP and n-ost for a study tour in Brussels and London to discuss challenges and best practices in financial crime investigation.

SMURF aims to empower Ukraine’s civil society as the ‘second line of defence’ by providing the necessary expertise and tools to enhance the financial monitoring capabilities of Ukraine’s reconstruction funds.
