Biography

Simon York has spent his career in tax and financial investigation. Most recently, he spent 7 years as His Majesty’s Revenue and Customs Chief Investigation Officer and Director of HMRC’s Fraud Investigation Service (FIS). Simon was the first Director of FIS, building an organisation able to deploy a wide range of techniques, capabilities, and powers (including criminal investigations) to tackle serious tax fraud and money laundering. Under Simon’s leadership, his teams have recovered or prevented the loss of close to £40bn in tax revenues and run criminal investigations which have led to around 4,000 convictions.

He has also worked extensively with law enforcement and international partnerships. Simon is particularly proud to have helped establish the ‘J5’, the Joint Chiefs of Global Tax Enforcement, which is a ground-breaking operational alliance between international tax enforcement teams to tackle those who support international tax crime.

Simon has also led HMRC’s anti money laundering supervision operations and, prior to his latest role, led the Department’s intelligence, compliance analytics and tax risk operations.
