Biography

Global Partnership for Responsible Cyber Behaviour Advisory Board Member

Isaac Morales has more than 15 years of professional experience in cybersecurity, emerging technologies and international security, arms control, foreign policy, justice, and national security issues. He has provided high-level counsel to government, international organizations, and the private sector on sensitive and complex diplomatic negotiations, crisis management, cyber diplomacy, cooperation programs and regulatory issues. He also has closely collaborated with academic community and civil society organizations to address these fundamental topics. 

Since January 2023, he is Senior Director for Cybersecurity & Data Privacy, LATAM, in FTI Consulting. Prior to joining private sector, he occupied senior level positions in Mexico’s Ministry of Foreign Affairs, including as the first General Coordinator for Multidimensional Security Issues. 

Mr Morales was a member of the UN Group of Governmental Experts (GGE) to Advance Responsible State Behavior in Cyberspace; and he served as Chairperson of the Organization of American States’ Working Group on Confidence-Building Measures in Cyberspace. As former member of Cyber & Tech Ambassadors network, and of the Global Partnership on Artificial Intelligence, he advanced key collaborations with private sector and regulators to manage and respond to cyber-crisis. He also represented Mexico to G20, INTERPOL, OECD, and FATF meetings, and contributed to launch the cyber-experts trilateral dialogue between Mexico, USA, and Canada. 

Isaac Morales was distinguished as Vice-president of the Confidentiality Commission of the Organization for the Prohibition of Chemical Weapons (OPCW); and President of the Conference of States Parties of the Inter-American Convention against Arms Trafficking. 

He holds graduate studies from Florida International University, The Graduate Institute in Geneva, and Ortega y Gasset Institute in Spain. He is a graduate of the National University of Mexico (UNAM), and with PhD studies; and holds a Masters’ degree from Instituto Matias Romero Diplomatic Academy. 

Mr Morales has participated as keynote speaker in numerous international events, including Internet Governance Forum, UNIDIR’s Cyber-Stability Conference, Singapore’s Cybersecurity Week, National Cybersecurity Week of Mexico, RightsCon, DiploFoundation’s Summit on Digital Diplomacy, OAS’ Cybersecurity Leadership program, and INCIBE’s Cybersecurity Summer BootCamp. He was recently invited by the Center for Strategic International Studies (CSIS) to its Podcast ‘Inside CyberDiplomacy’.
