Russia - Ukraine
A report this week from the think tank the Royal United Services Institute, which I chair, spelled out in detail how Moscow is actively planning for various military options. Russian forces could try to surround the big cities and the Ukrainian army in the East, and use the threat of mass slaughter to try to force Ukraine’s government to capitulate. Russia also has plans to activate its network of agents inside Ukraine to foment disorder and undermine the capacity of Kyiv to respond to any attacks.
