Ed Arnold, a research fellow from the Royal United Services Institute, said it was likely Hamas had stockpiled both food and fuel but was reserving it for its fighters. He said: “It’s probably going to be an element of their ongoing strategy that Hamas fighters get these perks.” Arnold said the sophistication of the October 7 terror attacks suggested Hamas had spent at least two years preparing for war, and that the Sunni militia wanted to provoke an Israeli ground invasion of Gaza.
