Mark Galeotti of the Royal United Services Institute, a think tank in London, said the embassy’s latest threat was reflective of the new policy in which Putin’s Russia was now following internationally. “I think much of this is bluster though Ireland is vulnerable,” he said. “We are in an unpredictable era where all bets are off. I don’t see any sign which indicates the Russians would wish to escalate things into a more dangerous realm, but they may want to give themselves options for the future.”
