Neil Melvin of Britain's Royal United Institute for Defence Studies (RUSI) said there was a "small accident" in Vilnius when opposite expectations collided. "Washington is in many ways a reaction to Vilnius, an attempt to avoid such situations," Melvin said. A year ago, however, the wording was adopted that Ukraine would be invited to NATO "when the members agree and the conditions are met." It was not explained in detail what the conditions were.
