The challenge for the Russians is that they want competent, militarily effective, motivated but politically apathetic soldiers and how do you bring that about if you ideologically mobilise people, which Wagner did, it does have an ideology. Then they start caring about the cause and as soon as people do that, then they will judge whether their commanders are advancing that cause.
