Sidharth Kaushal, a research fellow at the Royal United Services Institute, noted that the Montreux Convention, which since 1936 has governed access to the Black Sea via the Bosphorus, limits warships’ tonnage and restricts their visits to 21 days. “To me that makes it highly implausible that a functioning [convoy] system could be maintained,” he said. “It would become very fragile to political disagreements, disruptions and the fact that allies are not all going to have the same risk appetite.”
