Dr Thomas Withington, an associate fellow and expert in electronic warfare at the Royal United Services Institute (Rusi), said that some of Russia’s jamming was being carried out to “mask sanction busting”, with so-called “ghost fleets” being used to move oil on the high seas. “Giving fake or often ludicrous information is a good way to try and mask what those ships are up to and where they are. These ghost ships are being used to circumvent the sanctions regime,” he said.
