Baraa Shiban, an associate fellow at the Royal United Services Institute, said the Houthi takeover of Yemen’s judiciary had helped facilitate the latest round of executions. “Mohammed Al Houthi, one of the Houthis top commanders oversaw a change in the judicial structure that gives him control over the judicial system allowing the movement to basically expedite sentences when they need to,” he said.
