Diamonds and divorces: Are the oligarch sanctions working?

When the sanctions did start to emerge from the 24th of February 2022, I think Putin would have been surprised. Whether he would have cared or not is a different matter, but I think he would have been surprised. I was certainly surprised by the coordination between Brussels, 27 member states that are famously uncoordinated, Washington always wants to go harder and faster than everyone else, and the UK that hadn’t really figured out what it was in the sanction’s world post Brexit.
