Thousands of fighters are thought to have moved to Afghanistan after the loss of IS’s two capitals, Mosul in Iraq and Raqqa in Syria. Michael Stephens, of the Royal United Services Institute, said: “We now have a very dilapidated leadership structure in Syria and Iraq, but that doesn’t mean the threat is over.”
