The figure of 3 per cent of GDP has been notable in recent discussions around Whitehall, but allocated for “security” rather than defence alone. This might see the inclusion of overseas development aid and perhaps the border force to be included within a new definition of security. It would be a pragmatic approach to the contemporary security challenges but would be unlikely to fill the black hole in the MoD budget.
