Early strike on North Korea ‘will provoke a war, and it won’t be short’

Malcolm Chalmers, deputy director-general of Rusi and author of the report, laid out a number of different ways in which a war could begin, including a pre-emptive strike by Pyongyang should it believe that Washington was planning a surprise attack, or a strike by Washington should Pyongyang test-fire missiles near Guam or California.
