The Biden-Harris administration's National Cybersecurity Strategy, launched this quarter by the White House, seeks to promote international alliances to protect America's digital ecosystem. However, effectively deterring adversaries such as Russia, Iran and North Korea, increasingly behind malicious activity in the Western Hemisphere, could prove difficult for Washington.
