Counter-Terrorism, Monitoring, Reporting and Support Mechanism (CT MORSE)
CT MORSE II is a European Union funded project implemented by RUSI, which provides coordination and support for CT and P/CVE interventions.
CT MORSE is a European Union (EU) funded project providing coordination, monitoring and knowledge, as well as technical and implementation support interventions in the areas of counter-terrorism (CT) and preventing and countering violent extremism (P/CVE). It is funded by the EU in third countries under the Instrument contributing to Stability and Peace (IcSP). Since its establishment in January 2015, CT MORSE has focused on strengthening the global delivery of the various CT and P/CVE projects financed by the EU through improving coordination and coherence, as well as reinforcing EU engagement within the Global Counter Terrorism Forum (GCTF) framework.
Aims and objectives
CT MORSE’s work and activities prioritise themes and regions highlighted in the Council Conclusions on EU External Action on CT from 9 February 2015 and 19 June 2017; the EU Global Strategy of 2016; the EU CT Strategy of 2005; and the revised EU strategy for combating radicalisation and recruitment to terrorism. CT MORSE ensures timely and effective support by providing a pool of experts, thematic publications, policy briefs/think pieces, organisation of meetings and events, coordination of capacity building initiatives, and monitoring and evaluation of exercises. It is also responsible for completion of assessment reports on EU CT and P/CVE engagement projects under the IcSP funding instrument. Overall, it supports and enhances visibility of EU actions on CT and P/CVE worldwide.
The project has an overall global remit, with specific geographic focus areas which include Balkans, Middle East, North Africa, West Africa/Sahel, Horn of Africa, Central/South/South East Asia and the Caribbean.
From June 2019, this project is being implemented by RUSI.
