Redesigning Counter-Terrorism for ‘Soft’ Targets

An ever increasing array of terrorist tactics that might be deployed against ‘soft’ targets means that new thinking is required in counter-terrorist design.
Design measures that deter attack and mitigate the impacts of potential attack must also be acceptable to building owners, urban managers and users of public spaces.
There is a need to improve relationships between those who design, manage and use public spaces with regard to embedding counter-terror features.
