Joint Terrorism Task Forces: A user’s manual

FBI-led Joint Terrorism Task Forces have proven very effective at managing terrorist threats in the US, even though they were originally devised for other purposes. Other countries might usefully borrow from the JTTF model in conducting their own nationwide counter-terrorism operations. The original JTTF architecture suffered from several flaws but foreign users can take advantage of lessons learned to avoid repeating these.
