Biography

Lucas Kuo is the former Director of Product Management for Investigations and Intelligence at Sayari Labs, a commercial risk intelligence provider for analysts and investigators, where he supported the development of entity resolution, risk factors, and geospatial data enhancements.

Prior to Sayari, Lucas served as the first Head of Product for the Center for Advanced Defense Studies (C4ADS), a Washington DC-based nonprofit that specializes in using publicly available information and emerging technologies to map, track, and disrupt transnational illicit networks. Lucas led the growth and deployment of C4ADS' software and data products that empowered partners with access to cutting-edge analytical capabilities.

Lucas brings years of open-source investigative experience to product development. As a Senior Analyst on the State-Sponsored Threats program at C4ADS, he led a team that published investigations that exposed how North Korea engages facilitators and criminal groups abroad to violate international sanctions. In this role, Lucas oversaw the development of C4ADS’ geospatial intelligence and maritime domain awareness tools. His work has been cited in major media outlets including the New York Times, Wall Street Journal, Washington Post, and CNN.

Lucas is currently building tools to help journalists and investigators worldwide harness data to uncover crime, corruption, and abuses of power.
