Pilar Domingo is acting Director of the Organised Crime and Policing team.
With a Doctorate in Politics from the University in Oxford, she has over 30 years’ experience working as a researcher. Prior to joining RUSI in 2024, she was a Senior Research Fellow at ODI since in 2009, and before that has held academic posts in the UK, Mexico and Spain.
Pilar is an established expert on a range of law, justice and conflict issues including the politics of rule of law, justice, crime related violence, human trafficking, conflict and human rights, and gender, peace and security. Pilar’s has long-standing experience in leading research projects both for policy and practitioner audiences, including bi-lateral donor agencies and multi-lateral organisations donor, INGOs, as well as academic funding bodies. She has extensive experience of research on Latin America. More recently her comparative and country research includes work in Sub-Saharan Africa and South-East Asia.
