Biography

Chloe Cina is a barrister and leading expert in EU and UK sanctions and export control measures, with nearly two decades of experience in national security law. She has held key roles in government, at global financial institutions, and as a partner at a US law firm.

Chloe's strong relationships with key UK government departments involved in sanctions policy, regulation, and enforcement set her apart. She also commands significant respect across the EU. Before Brexit, she served as a legal advisor to the UK government. She led the UK’s Iran nuclear legal team and handled Iran-related sanctions litigation in both UK and EU courts at the Foreign and Commonwealth Office. 

Her government experience, combined with sanctions compliance work in the financial sector, gives her an exceptional understanding of her clients’ needs and regulatory expectations. She held the position of UK Head of Sanctions for HSBC during the last two years of the bank’s Deferred Prosecution Agreement, and as Global Head of Sanctions Advisory for Deutsche Bank, she led a team of international lawyers during the bank’s Cease and Desist Order and Russia’s invasion of Ukraine. Chloe is valued not only for her legal expertise but also her ability to provide strategic advice that balances regulatory compliance with clients’ interests. Her extensive network and capacity to deliver high-level training further enhance her standing as a trusted advisor. She’s widely regarded as a go-to expert for the UK government, the EU Commission, and other international institutions, particularly in times of crisis or when assessing the impact of new sanctions and export controls.

For more than a decade, Chloe has contributed to multiple initiatives involving a wide range of humanitarian issues in high-risk jurisdictions like Syra, Yemen, Iran and North Korea. She is a member of RUSI’s UK Sanctions Implementation and Strategy Taskforce.
