Brigadier General (Retd) Marcel R D Chirwa is Executive Director of the Centre for Peace and Security Management in Lilongwe, Malawi. He was previously a Senior Policy Analyst in the Office of the Vice-President of Malawi. He served in the Malawi Defence Force from 1975 to 2008, finishing as Director of Personnel.
