Biography

Dr Philip A. Berry is a consultant for the United Nations Office on Drugs and Crime where he focuses on the international drug trade.

Prior to this, he was a counter-narcotics official at the UK Home Office, working for the Afghanistan Serious & Organised Crime team, before being seconded to the Synthetic Opioids Taskforce Secretariat.

Philip is a Visiting Research Fellow in the Department of War Studies, King’s College London, where he was previously a lecturer. His principal research examines Anglo–American counter-narcotics policies in Afghanistan and the history of the UK’s overseas drug policy.

Philip’s work has been published in The International History Review, Diplomacy & Statecraft, Defence Studies, Studies in Conflict & Terrorism, on the RUSI website and Contemporary British History. His book, The War on Drugs and Anglo-American Relations: Lessons from Afghanistan, 2001-2011 was selected as part of Choice’s prestigious Outstanding Academic Titles list for 2020. He is currently writing a second book about UK and US counter-narcotics efforts in Afghanistan. Philip’s commentary about the Afghan narcotics trade has been featured in various media outlets, such as The Financial Times, Al Jazeera, Nikkei Asia, and The Huck Magazine.
