Russia - North Korea Relationship
The core objective of [UN] sanctions is twofold. The first is to stop North Korea from further proliferating and bringing them to the table to negotiate. The idea is to cause economic pain and drive North Korea to negotiate over its ballistic missiles and nuclear weapons program. The second is a broader objective: To signal that this kind of behaviour is not acceptable. North Korea’s behaviour is such an egregious violation of international norms that the international community is willing to impose these extraordinary measures.
