Escalation risks in the Red Sea should remain manageable while coalition aims are limited, according to Malcolm Chalmers, deputy director‑general of British military think-tank, the Royal United Services Institute. “The US is seeking to wear down the Houthi capability, not completely neutralise it,” he said. “If an American or British ship was attacked, and severe casualties sustained, the escalation risks would be greater.”
