The U.S. Secretary of the Navy, Carlos Del Toro, recently told an audience at the Royal United Services Institute in London that Britain needed to “reassess” (by which he meant “increase”) its defense spending given the current global threats. This, he went on, would mean making a “decision around whether the army needs to be strengthened,” adding that “investments in their navy are significantly important.” Del Toro was staying within the bounds of politeness, but his message was thunderous.
