Revive conscription to scare off Russia, says British ex-leader of Nato

In a briefing at the Royal United Services Institute (Rusi), Carlos Del Toro, secretary of the US navy, said that European countries needed to ask themselves what would happen if Ukraine fell to the Russians. He said that whether a country brought back conscription was a matter for them, adding that some nations had a voluntary force and others had citizens serve for one year.
