If the protection of Maritime Silk Road projects and trade falls to private maritime security companies, this helps the government avoid conflating its Belt and Road Initiative — which, the government argues, is a strictly economic endeavor — with strategic military interests. It also helps free up navy resources. The question of who guards the Maritime Silk Road is therefore equally about who guards the rest of China’s interests.
