As these notes are compiled Parliament is yet again on the verge of going into Recess. The damage done to the efficient management of public business by the fragmentation of Parliamentary sessions in the name of ‘reform’ and ‘modernization’ is increasingly evident and the backlash on the part of many MPs is also increasingly vocal.
