The roll-out of 5G telecommunications sparked a debate on the role of foreign companies, notably China’s Huawei, in UK critical national infrastructure. Arguments for restricting or banning Chinese providers for UK telecommunications infrastructure highlighted certain political, economic and cyber security risks.

RUSI’s cyber team conducted research on the cyber security risks and potential impact of the roll-out of 5G telecommunications. The project emphasised the importance of realistic and pragmatic technical cyber risk management measures, and a need to examine the threat relative to different national contexts. Our research culminated in the submission of evidence to the Parliamentary Joint Committee on the National Security Strategy and the publication of a RUSI research paper on risk management approaches.
