The Taliban’s return to power in Afghanistan in August 2021 raised a dilemma for the international community’s attempt to balance sanctions with humanitarian needs. The longstanding international sanctions imposed on the Taliban now impact the entire Afghan population, as well as weakening the capabilities of NGOs to deliver humanitarian assistance. Foreign governments now face greater challenges in disrupting the complex array of illicit actors and activities in the country. To bring clarity to this intricate topic, CFCS has gathered leading expert voices to assess the current situation and discuss opportunities and recommendations for the international community.
