Since 2003, the number of terrorist suspects in the UK has increased dramatically and this places considerable pressure on the Security Service and police. Countering terrorist attacks requires agencies to make a move when they are sure an attack is being planned, but before it is actually carried out. Intervention made on intelligence alone may lead to mistakes. Where these occur, the agencies involved must ensure that they are explained, to prevent a loss of public confidence.
