Biography

David Carlisle is an expert on the intersection of cryptocurrencies and financial crime. He is Vice President of Policy and Regulatory Affairs at Elliptic, a provider of blockchain analytics and AML solutions related to cryptocurrencies. At Elliptic, David leads engagements with senior regulators and policymakers on topics related to cryptocurrencies, and advises enterprise clients on establishing regulatory compliance frameworks for crypto.

His commentary on crypto-related policy developments has featured in the FT, Bloomberg, CNBC, CoinDesk, CoinTelegraph, and other media outlets. Before joining Elliptic, David worked for the US Department of the Treasury’s Office of Terrorism and Financial Intelligence, where he shaped US policies aimed at disrupting illicit finance, and subsequently was an independent consultant in the private sector advising regulated businesses on compliance with AML and sanctions requirements.

David has produced Occasional Papers for RUSI on topics such as improving financial intelligence sharing, and on the challenges and opportunities of cryptocurrencies. This includes an April 2019 paper on North Korea's use of cryptocurrencies, as well as a report on terrorist financing and cryptocurrencies produced for the European Parliament in June 2018.
