RUSI Whitehall Paper Launch - Security in Northern Europe: Deterrence, Defence and Dialogue

RUSI's latest Whitehall Paper, edited by John Andreas Olsen, explores the challenges to the security of Northern Europe in the face of Russia's military build-up.

The volume looks at how key NATO allies can respond to the changing strategic situation through a successful mix of effective deterrence, a credible ability to fight, and constructive dialogue with Moscow.

Speakers include:

  • Rolf Tamnes is a professor at the Norwegian Institute for Defence Studies. He chaired the Expert Commission on Norwegian Security and Defence Policy, appointed by the Norwegian MoD, and served as core member in the Afghanistan Inquiry Committee, appointed by the Norwegian government.
  • Svein Efjestad became Policy Director at the Norwegian Ministry of Defence in 2013, where he is primarily engaged in policy planning, support to security policy research, the Nordic Defence Cooperation and bilateral defence and security issues. He is also the chairman of the Norwegian Coast Guard Council.
  • Frans Osinga is an Air Commodore in the Royal Netherlands Air Force, professor of war studies, Head of the Military Operational Art and Science Section, and Chair of the War Studies Programme at the Netherlands Defence Academy. He is an F-16 pilot, a graduate of the Netherlands Advanced Staff Course and has studied at the USAF Air University.
