In December 2018 the Financial Action Taskforce (FATF), the global anti-money laundering (AML) standard-setter, gave the UK's AML regime the highest aggregate scores received by any country to date, albeit with notable concerns raised in relation to the quality of AML supervision and the resources and operating model of the UK's Financial Intelligence Unit.
This result was, however, met with surprise by many commentators, due to the continuing role the UK financial and professional services sector is seen to play in global money-laundering scandals. This paper, in a series of contributions from CFCS team members, looks behind the immediate headlines of the FATF evaluation and makes the case for progress and change in the UK's AML regime to move the regime towards effectiveness in practice rather than merely on paper.
