RUSI MEMBERS ONLY: Sir Paul Lever on 'Berlin Rules: Europe and the German Way'

A lecture by Sir Paul Lever, Vice President, Royal United Services Institute and former British Ambassador to Germany.

In the second half of the twentieth century, Germany became the dominant political and economic power in Europe - and the arbiter of all important EU decisions. Yet Germany's leadership of the EU is geared principally to the defence of German national interests. Germany exercises power in order to protect the German economy and to enable it to play an influential role in the wider world. Beyond that there is no underlying vision or purpose.

In this lecture, Sir Paul will examine the reasons for Germany's dominance of Europe and explain how Germany's history has shaped its European policies as well as its economic and political structures. He will compare German politicians' rhetoric about the EU with their behaviour within it and will speculate on how the German-led Europe which the UK is preparing to leave may look in twenty or so years' time.

 Speaker Biography

Sir Paul Lever is Vice President of RUSI, having been its Chairman from 2004 to 2010. From 1966 to 2003 he was a member of the British Diplomatic Service, specialising in European and politico-military affairs. He served at the UK Delegation to NATO, at the European Commission, as Leader of the British Delegation to the Negotiations on the CFE Treaty, as Head of the Defence and Overseas Secretariat in the Cabinet Office and Chairman of the Joint Intelligence Committee. He was EU and Economic Director in the Foreign Office and, from 1997 to 2003, Ambassador in Germany. From 2003 to 2006, he was a Senior Advisor to RWE Thames Water and from 2007 a Director of Sellafield Ltd.

Sir Paul will be on hand to sign copies of his book entitled ‘Berlin Rules: Europe and the German Way’ (I.B.Tauris: Spring 2017), which will be on sale.

The lecture is followed by a drinks reception from 1800 to 1900.
