Reinstating national service: Lithuania's experience

An invitation-only executive briefing by Giedrimas Jeglinskas, Vice Minister of National Defence of Lithuania.

In cooperation with the Embassy of Lithuania, RUSI's Modern Deterrence project is pleased to invite you to an executive briefing by Gedrimas Jeglinskas, Lithuania's Vice Minister of Defence. 

Minister Jeglinskas, a graduate of the US Military Academy (West Point) and former Lithuanian army officer, has spearheaded Lithuania's reinstated national service. Like many other European countries, during the early 2000s Lithuania abolished conscription. However, as a result of increasing instability in its neighbourhood, in 2015 the country reinstated the draft, becoming the first country to do so. Since then, Sweden has introduced selective conscription, and a number of other countries are considering similar steps. Lithuania's experience with the reinstated draft provides a template for contries considering such moves. Jeglinskas will discuss the country's experience with the reinstated draft, and lessons learned to date.

Speaker biography

Before assuming his post as Vice-Minister of National Defence in 2017, Giedrimas Jeglinskas worked as Vice President in Corporate Banking at Citigroup, most recently in Warsaw, Poland. His earlier roles at Citigroup included capital markets origination and corporate finance in New York, Tokyo, Singapore, and Sydney, Australia. Mr. Jeglinskas is a former Lithuanian Army officer. He served as a platoon commander with the Lithuanian Grand Duke Algirdas Mechanised Infantry Battalion in Rukla and as a senior intelligence analyst with the Second Investigation Department under the Ministry of National Defence. Mr. Jeglinskas graduated from the U.S. Military Academy at West Point with BSc in Political Science and Computer Science. He holds an MA in National Security Studies from Georgetown University’s School of Foreign Service in Washington, DC and an MBA in Strategy and Finance from Columbia Business School in New York.
