Introductory remarks by Deputy Prime Minister Artis Pabriks PhD

To date Latvia, a country of some two million inhabitants, has only had 858 coronavirus infections and 15 deaths. That puts the country in an elite group of nations that have managed to virtually contain the virus, and the government has managed to do so even without a complete lockdown.

How has Latvia managed to keep its population safe even while keeping some parts of the economy – garden shops, opticians, even shopping centres for the most part – open?

 Dr Artis Pabriks, Latvia’s Deputy Prime Minister and Defence Minister, will deliver introductory remarks.

Speaker Biographies:

Artis Pabriks is Latvia’s Deputy Prime Minister and Minister of Defence. A former academic – Pabriks gained his PhD in political science at Aarhus University in Denmark – Pabriks has also served as a Member of the European Parliament and continues to play a key role in Latvia’s relations with its European and North American allies. Dr Pabriks first served as defence minister between 2010 and 2014. He continues to teach at Latvia’s University College of Business, Arts and Technology, RISEBA.

Uga Dumpis graduated from Medical School in 1993 and finished residency in infectious diseases 1997. He completed a Tropical Medicine Diploma course in Karolinska Institute, Sweden, in 1997, and worked as a research fellow in Institute of Molecular Medicine, Nuffield Department of Medicine, Oxford University and MRS laboratories, The Gambia 1997-2000. The subject of his PhD was Epidemiology of Hepatitis B in Gambian families. 

Since 2001 Dr Dumpis works as a physician and academic in Latvia. His research interest are hospital epidemiology, antimicrobial resistance and outbreak investigation. Since 2017 he has been an advisor to the Latvian Ministry of Health on Infectious Diseases. Dr Dumpis is a member of the COVID-19 Containment Task Force.
