UK PONI is managed and coordinated by three core staff.

David Jarvis CBE
Director UK PONI

Having retired from the Royal Navy in June 2009, following thirty six years as a weapons engineer, David Jarvis CBE CEng FIET joined Lockheed Martin UK Ampthill as a Strategic Systems Advisor.
His last post in the Service was as the Chief Strategic Systems Executive, being both the UK Project Officer for the Polaris Sales Agreement and responsible for the assurance of Continuous At-Sea Deterrence. Concurrently he held the post of Director of Strategic Weapons Systems in the DE&S, (now the Strategic Weapons Project Team), charged with the provision and support of the UK Trident II D5 system.

He had previously created and led a specialist expert team in conducting the preliminary research into nuclear deterrence options - the findings of which informed the government's White Paper. He thereby became part of the initial programme for a potential successor SSBN. He also created and directed a Deterrence Customer Group in the MoD's Equipment Capability area for the current and future deterrent.

Prior to that he served at US Strategic Command in Omaha Nebraska as the UK and NATO targeting officer, was the assistant director for nuclear policy in the MoD, and spent time at sea in Polaris, Chevaline and Trident equipped SSBNs.

Andrea Berger
Research Fellow, Nuclear Analysis

Andrea Berger is a Research Fellow in Nuclear Analysis and Deputy Director for the UK Project on Nuclear Issues. She is responsible for supporting activities on issues relating to arms control, non-proliferation, and disarmament. In addition to her work at RUSI, Andrea is a member of the 2012 Nuclear Scholars Initiative at the Center for Strategic and International Studies in Washington, DC.

Andrea has previously worked in non-proliferation research and analysis at the International Centre for Security Analysis, based at King's College London. She has also worked for the Government of Canada in a number of analytical capacities, namely in the Department of Foreign Affairs and International Trade, and the Embassy of Canada to Germany.

Andrea completed an MA in International Peace and Security from the Department of War Studies at King's College London, where her dissertation work focused on the command and control of British nuclear weapons. She also holds a BA in Political Science from Carleton University in Ottawa, as well as a certificate in Nuclear Safeguards and Non-Proliferation from the European Safeguards Research and Development Association.

Hugh Chalmers
Research Analyst, Nuclear Analysis

Hugh Chalmers joined RUSI as a Research Analyst in April 2012. His research interests include the management of nuclear technology, nuclear arms control and disarmament, and multilateral regimes. He contributes research and project support to the nuclear analysis team, and acts as coordinator for the UK Project on Nuclear Issues.

Hugh has come to RUSI from a consulting position at the Verification Research, Training and Information Centre (VERTIC) where he developed and managed their online content. He has also held previous positions at IHS Jane's and the King's College Centre for Science and Security Studies. He holds an MA in Science and Security from the King's College Department of War Studies, where his research focused on nuclear arms control and verification, and a BSc(Hons) in Astrophysics from The University of Edinburgh.
