Swine Flu Pandemic

The spread of the H1N1 virus, or 'swine flu', has been labelled a pandemic by the World Health Organization, after the initial few outbreaks in April 2009.  As the UK moves from the 'containment' phase to the 'treatment' phase, levels of panic have varied greatly, as have the effects of swine flu itself.  Proving benign in most cases but lethal in a small minority of others, the pandemic poses complicated problems for governments across the globe.

Emergency planning strategies are now being put through their paces, and RUSI's Emergency Management Programme offers insight into government policy for dealing with pandemics.  Assessing the successes and failures in the global and UK response to swine flu, RUSI opens the debate about the UK's emergency planning capabilities at large.

The recent news of a suspected outbreak of the H5N1 ‘bird flu’ virus in Wales, subsequently identified as the less-dangerous influenza strain H7N2, has reinforced two issues which became apparent following the outbreak of H5NI at a Norfolk turkey farm earlier this year: open reporting combined with clear and honest information is the best defence against potential media scare-mongering and public panic.
