A Question of Balance: The Future of European Union Diplomacy

Baroness Ashton’s appointment as EU foreign policy chief last year raised eyebrows. Nevertheless, a hearing before the European Parliament confirmed her as the EU’s new high representative for foreign and security policy on 11 January. Her first real test will be steering the European External Action Service (EEAS) through its initial timid steps. As the EU’s new foreign service and diplomatic corps, the way the initiative is implemented will have serious implications for the Common Foreign and Security Policy (CFSP), and the EU’s impact on the world stage.
