Reassessing the Threat of Bio-Terrorism

The successful 'anthrax letter' campaign in the US has highlighted a new trend in terrorism, from conventional to biological weapons, which requires a revision of threat assessments. Jonathan Tucker suggests that one of the outcomes of this process should be a greater realism based on empirical evidence, rather than an exclusive focus on worst-case scenarios.
