Computer keyboardAs the UK approaches what may be the passing of New Labour to the opposition benches, it is worth reflecting on whether Britain’s capacity to defend itself is in any better shape than in those heady days of 1997 when we were told that ‘things could only get better’. Anyone familiar with the state of roads in the nation’s capital is accustomed to Victorian sewers being used as the scapegoat for commuter chaos. But how much attention do we pay to the archaic fabric of Victorian and Edwardian state bureaucracies which administer and safeguard our society? Built for a different age, are these bureaucracies still ‘fit for purpose’? Are they equipped to handle the dynamic upheavals that newly liberated populations can now achieve with a laptop, mobile phone, and a desire for change?
